Well, the numbers matter to some people but not others. BC Registries wants to know that you are meeting the requirements of the Act, which is a minimum of 3 members. But, if you have gaming funds, or you want gaming funds in the future, then you really do have to prove that your society is democratic. They require twice as many members at an AGM as the number of board members to ensure that the board is elected using democratic principles.
But there are also other reasons to consider your members. Members have rights and obligations, and they can be lobbied to move a society towards or from a position or direction. They are a powerful group.
